The thunder gun is already included with the mod tools.

Just make sure this:

thundergun,thundergun_upgraded,,10000,thundergun,,,,,TRUE,FALSE,TRUE,1,,FALSE,TRUE,special,TRUE,TRUE,

is in your map's zm_levelcommon_weapons.csv and it should be in your map.
