So i try to run modtools and this error comes up
I checked if the file was actually there and it was, so i opened the modtools_launcher.bat and it had the same error! It said itself wasnt even there!
can someone help me?

OK, this has such a simple fix.
find modtools_launcher.bat and run as administrator. boom done
