Did you try to open it when everything is closed?

For example, i can't run APE and Radiant without my laptop almost exploding.

Yea, nothing else is running except Google chrome (which i need open) and APE, i dont know what to do

You could try to verify integrity through steam? I know that fixes alot of problems.
