I have ported these curved brick from the Ciadel MP map and they have no moss in the texture or model and in the MP map they do: https://gyazo.com/a26aa429c4f714be43e022bb0f346ef5
I hav tried using a weathergrime but that did nothing... is there anyway to get this without having to place volume decals everywhere or planes :/

To me it looks like they just used volume decals on the model. I know you don't want to but that's probably your best bet :/
