flicikering PRIMARY_OMNI lights

(This might be a dumb question but) I know you can make a spotlight flicker but can you make a PRIMARY_OMNI flicker? because i've tried the same thing that I did with spotlights and it doesn't seem to work for PRIMARY_OMNI lights.
