Sound at random times when carrying a certain gun

I'm wondering if that's possible and how....

I got the sound file from borderlands 2, the Loader gun saying I AM IN ROBOT HEAVEN.

I already changed the shooting sound to RATATATATA and upgraded to Loader saying RATATATA.

Is it possible to have the I AM IN ROBOT HEAVEN play like every 40 seconds when you have the gun in your hands?

Also is it possible to change the reload sound of the PaP'ed version? (Just yes or no is fine, i'll figure this out on my own if i can :) )
